Зайырлы мемлекет — дін мәселелерінде ресми түрде бейтарап болып табылатын немесе бейтараптық танытатын, дінді де, дінсіздікті де қолдамайтын мемлекет.[1][2]

Зайырлы мемлекеттердің мемлекеттік діні ресми түрде жоқ болғанымен, зайырлы мемлекеттердің кейбіреулерінде діни символ көрсетілген рәмізі және/немесе бір немесе басқа дінге пайда әкелетін заңдары бар.
